Sara Moreira de Azevedo is a Guest Lecturer at the Lisbon University – Law School where she lectures since 2017 and with which she concluded her Master of Laws (2022) and graduation (2016). She is a Lawyer registered with the Portuguese Bar Association since 2022. She develops her activity within the field of Public and Regulatory Law and Litigation and Arbitration. Her main areas of expertise are Administrative Law, Constitutional Law, Regulation (namely, electronic communications), public procurement (administrative procedures and contractual matters) and arbitration.
She was an advisor to the Minister of the Presidency and Administrative Modernization of the XXI Constitutional Government, between 2017 and 2019, and she worked mainly in the negotiation, drafting and monitoring of the implementation of legislative acts and in procedures involving foundations and other third sector entities. She is an assistant integrated research member at the Lisbon Public Law Research Centre (Lisbon University – Law School), and Deputy Executive Director of e-Publica – Public Law Journal. She takes part in several research groups on public property law and constitutional law. She has published articles in the areas of administrative and public property law and legal theory. She frequently participates in courses and conferences on public law and legal theory.
